Ryan Burnaugh

Ryan Burnaugh is the Vice President of Government Relations for the SC Hospital Association and oversees both the Advocacy and Communications efforts on behalf of the Association. He brings 15 years of experience in South Carolina Government Affairs to the SCHA. Ryan’s expertise is the state appropriations and legislative process. He also has extensive experience in state healthcare policy and budgeting, transportation and infrastructure funding, legislative relations, inter-governmental partnerships, strategic planning, and policy implementation.

Ryan previously served as a Budget and Policy Analyst for the South Carolina House of Representatives, Ways & Means Committee, where he worked closely with the Committee Chairman, Speaker of the House, and both the House Majority and Minority Leaders. Ryan served as the lead staff for several key subcommittees and managed a wide range of responsibilities including annual state agency budget requests, legislative hearings, development of legislation, constituent services, and communications on behalf of several members of the House of Representatives. Prior to joining SCHA, Ryan served as a Government Relations specialist with Kelley, McCain and Smith Owens representing a wide array of clients from various industry sectors, including healthcare, energy, telecommunications, economic development, and IT infrastructure.

Ryan received his B.A. in English Language and Literature and a minor in Philosophy from the University of South Carolina. He lives in Columbia, South Carolina.
