Substance Use Disorder Services
The following resources provide information on substance use disorder treatment and recovery services, medications for opioid use disorder (MOUD), opioid response initiatives, recovery resources, and provider support tools.
- Department of Behavioral Health and Developmental Disabilities Office of Substance Use Services (OSUS): In addition to ensuring the availability of direct prevention, treatment and recovery services through the 301 system, OSUS works with a range of public and private service providers, including opioid treatment programs, recovery organizations, hospitals and community distributors of the overdose antidote naloxone. OSUS also provides training and resources for individuals, families and communities.
- The SC Center of Excellence in Opioid Addiction (COE) was established in 2022 by state universities and agencies to combine and more efficiently apply expertise and resources to address opioid use disorder (OUD) and other substance use disorders (SUD). COE receives discretionary SCORF backing to provide local governments with data, training, and technical assistance for effective fund deployment. The Center serves three main functions for South Carolina: opioid settlement support, provider capacity building, and innovation development.
- SC Opioid Recovery Fund (SCORF) was created by the South Carolina Opioid Recovery Act to administer and disperse funds from opioid epidemic settlement agreements. As a requirement of the South Carolina Opioid Settlement Allocation Agreement, the fund is managed by a nine-member Board that allocates money through local government funds and discretionary subfunds. Resources are available that outline core abatement strategies and approved uses of funds.
- SAMSHA Mental Health National Behavioral Health Crisis Care Guidance and SAMSHA 988 Partner Toolkit provides outreach materials that partners are urged to adapt and build upon with their community coalitions to meet the needs of their specific audiences. Some products, such as videos with no music, are designed to be customizable for what partners may need for various platforms.
Free Narcan Kits Available in SC
The life-saving medication is available for hospital EDs at discharge and at no cost to patients or caregivers who are at-risk for overdose outside of the hospital.
Buprenorphine Access
Medications for opioid use disorder (MOUD), such as buprenorphine, have been identified as the gold standard for evidence-based treatment due to their ability to temper the withdrawal symptoms that make it difficult for people with OUD to stop using opioids, and to help protect against overdose.
SC Opioid Recovery Fund
Funding is available for proven methods for combating the opioid epidemic, which includes everything from training and education for care professionals and supporting first responders to recovery housing, addressing the needs of children and families affected by the opioid crisis, and other support services.

A confidential clinician-to-clinician Provider Warmline for substance use disorders (SUD) that is available from 9 am – 5 pm, Monday through Friday.
